Chapter I: General provisions

Article 1: In order to safeguard the order of the Sino Weibo community, even better guarantee the lawful rights and interests of users, Sina Weibo Community Management Centre (hereafter designated as “the Web Site” has formulated these Regulations on the basis of existing laws and regulations and the “Sina Weibo Community Pact (Trial)”.

Article 2: Sina Weibo users may not violate existing laws and regulations in their activities on this platform. This platform will coordinate with judiciary organs to safeguard the lawful rights and interests of persons whose rights were infringed according to corresponding laws and regulations and the user registration pact.

Article 3: The Web Site is responsible for the interpretation and implementation of these Regulations.

Chapter II: Basic principles

Fairness and transparency in implementation process of these Regulations are guaranteed through the following basic principles:

Article 4: These Regulations apply to all users of Sina Weibo.

Article 5: Users having completed real identity verification, may report activities violating regulations through the “report” function provided by Sina Weibo. Users having completed real identity verification include: individually certified users, users certified as organs, Weibo star members, bundled mobile phones or other members having completed identity verification.

Article 6: The Web Site makes the report acceptance conditions open and transparent to the public.

Article 7: Acts violating regulations that can be clearly distinguished are directly dealt with by the Web Site; other acts violating regulations will be dealt with by the community committees after judgement. The Web Site obeys the judgment result of the social committee.

Article 8: Judgements and processing of violations will be made open and transparent. Users may consult the handling process of any violations of regulations, apart from dangerous information (from acceptance to completion of processing). The scope of inquiry includes already completely processed cases and cases being currently processed.

Chapter III: The community committees

Article 9: The community committees are composed of openly recruited Weibo users.

Article 10: The community committees are divided into two categories: the normal committee judging user disputes, and the expert committee judging false information.

Article 11: Normal committee member quantities are 5000 to 10000, expert committee member quantities are 1000 to 1500.

Article 12: During the judging of acts suspected to violate regulations, community committees form a judgement result by the method of achieving a majority within a time limit, the Web Site completes processing on this basis.

Article 13: Normal committee registration, examination and verification conditions:

(1) Individual users having completed real identity verification: individual certified users, Webs star members, bundled mobile phone or other users having completed identity verification.

(2) Having reached 18 years of age.

(3) Duration of registry higher than 180 days, published microblog quantity larger than 100 posts.

(4) Quantity of fans higher than 50.

(5) Having logged activities for 15 days in the most recent natural month.

(6) Being selected according to registration procedures.

Article 14: Expert committee registration, examination and verification conditions:

(1) Having an open identity and a certain authoritative individual certified user or organ certified user.

(2) Having any one of the following identities:

1. Expert scholar (organ) in the field;

2. Scientific or popular science personality (organ);

3. Famous media’s news employee (organ);

4. Personality being good at utilizing the Internet to collect information.

(3) Being selected according to registration procedures.

Chapter IV: The definition of acts violating regulations.

Article 15: Publishing harmful information. Harmful information mainly includes:

(1) information that endangers national and social security according to existing laws and regulations (simply named “sensitive information”), which mainly is expressed as:

1. violating the basic principles determined in the Constitution;

2. endangering national unity, sovereignty and territorial integrity;

3. divulging State secrets, endangering national security or damaging national honour and interests;

4. inciting ethnic hatred or ethnic discrimination, destroying ethnic unity, or endangering ethnic customs and habits;

5. propagating superstition or heresy;

6. disseminating rumours, disordering social order, destroying social stability;

7. propagating gambling, violence or instigating crime;

8. inciting illegal assemblies, associations, demonstrations, marches, or assembling crowds to disrupt public order;

9. containing other content prohibited by laws, administrative regulations and State provisions.

(2) Junk advertising, including junk information and malicious acts, mainly expressed as:

1. engaging in selling fans and corresponding business;

2. engaging in activities and business such as brushing comments, brushing republishing, brushing voting, brushing awards, etc.;

3. through non-human power methods such as machines or software, etc., to transmit large amounts of advertising information to other persons;

4. false prizewinning information;

5. meaningless information or duplicate information grasped and transmitted by machine means.

(3) Obscene or sexual information, mainly expressed as:

1. obscenity: information concretely describing sexual activities or undisguisedly propagating sexual incitation.

2. sex: pictures or videos revealing the three points, audio or writing having sexual implications, suggestions, provocations and that give rise to other persons being affected similarly.

Article 16: Publishing false information. False information is mainly expressed as:

(1) Entirely inaccurate: the event itself is sheer fiction.

(2) Concocting details: concocting details to distort the whole event.

(3) Images and writing are inconsistent: misleading other persons through erroneous pairing of pictures and words.

(4) Exaggerating facts: exaggerating facts when describing them, misleading other persons.

(5) Obsolete information: publishing already resolved matters as new information, and omitting the already engendered result.

(6) Fragmentary information: hiding part of the event, misleading other persons with incomplete information.

(7) Quoting out of context: publishing a part of an event with added conjecture as a whole event. This provision does not apply to literature an art comment.

Article 17: User dispute-type regulation violations, mainly including:

(1) Exposing other persons’ privacy, mainly expressed as:

1. Divulging individual information: making other persons’ real names, identity card number, telephone number or home address known to the public. Except where users already made these known to the public or authorised their being known to the public, and except where public interest is involved.

2. Divulging other information: making other persons’ information that they do not wish to be known and that does not endanger society known to the public. Such as: sexual orientation, physiological or mental flaws, property situations, post and communications information, etc.

(2) Personal attacks, mainly expressed as:

1. Insults: injuring other persons with insulting language.

2. Libel: sedulously concocting information to destroy other persons’ reputations. This provision does not apply to misunderstanding.

3. Falsified portrayal: altering other persons’ portraits, causing that person to be unable to accept it.

(3) Passing off as other persons, mainly expressed as, through head portraits, nicknames, domain names and all sorts of self-introduction, suggesting that oneself is equal or connected to other persons or organs.

(4) Content plagiarism, mainly expressed as: publishing other persons’ originally-created content and not indicating the source or indicating republishing.

Originally-created content provisionally means content published first on Sina Weibo, it does not include revised or integrated pictures.

(5) Harassing other persons, mainly expressed as: using comment, @other persons, personal letters, asking for following and other methods repeatedly sending duplicate or similar information, or information with the same appeals to other persons.

Chapter V: Processing procedure for acts violating regulations

Article 18: Harmful information processing process:

(1) The Web Site discovers harmful information through two methods, active discovery and receiving reports from users. Users having completed real identity verification may report acts suspected to violate regulations through the “report” function on the Weibo page.

(2) harmful information is directly dealt with by the Web Site according to these Regulations.

Article 19: False information processing process:

(1) Tracing back period: three months from the occurrence of the violation of regulations.

(2) Discovery method: the Web Site discovers false information through two methods, active discovery and receiving reports from users. Users having completed real identity verification may report acts suspected to violate regulations through the “report” function on the Weibo page.

(3) Acceptance conditions:

1. where the reported content direct republishing quantity exceeds 100, it is immediately accepted;

2. where 10 users report something, it is immediately accepted;

3. malicious reports are not accepted.

(4) After acceptance

1. if the information involved is clearly false, the Web Site directly deals with it according to these Regulations, establishes a file and makes the result public.

2. if there is precedent concerning the information involved, it will be handled according to precedent, a file is established and the result made public

3. if it is not clear that the information involved is false, and that is no precedent that can be followed, it is entered into the expert committee judgment phase.

(5) The expert committee judgment phase:

1. The Web Site establishes a web page file concerning the event, and with the method of Weibo notification, invites the parties concerned to enter evidence or their own argument on the web page file. The period of statements is: within three hours of the publication of the notification.

2. The microblogs concerned are marked, reminding other persons that this microblog has been reported for suspected violation of regulations.

3. Statements are closed,

(1) The system will randomly select 9 members from the members of the expert committee to constitute an expert committee judging the concrete case

(2) The committee members will be invited through the Weibo notification method to enter into the web page file and cast a vote on judgment.

(3) The judgement period is: within 24 hours of the conclusion of statements.

(4) When the judgement period concludes, and the total number of votes is larger than five (included), and the votes of one side are in the lead, judgement is completed.

(5) When the judgement period concludes, but the total number of votes is insufficient or there is a tie between the votes of both sides, the steps (1) to (4) are repeated and votes are accumulated, until judgement is completed.

(6) If three rounds of expert committees have not been able to complete the judgement, the reported party will be not deemed to have violated regulations.

(6) The Web Site completes handling and publication of the content and account number violating regulations according to the judgement result, and reports it using Weibo notification.

Article 12: User dispute processing procedure

(1) Tracing back period: within three months of the occurrence of the regulation violation.

Discovery method: The Web Site discovers regulation violations of the user dispute type through two methods, active discovery and receiving reports from users. Users having completed real identity verification may report acts suspected to violate regulations through the “report” function on the Weibo page.

(3) Acceptance conditions: abiding by the principle of the wishes of the parties concerned, acceptance only happens when the party concerned reports. But under two sorts of circumstances, non-parties concerned reports may also be accepted:

1. The party concerned has no Weibo account, and entrusts other Weibo users to report on his behalf;

2. The party concerned has not reported but it has engendered bad influence, such as large quantities of users reporting it or it leading to large quantities of dissemination.

(4) After acceptance,

1. If the acts involved clearly violate regulations, the Web Site directly deals with it according to these Regulations, establishes a file and announces the results.

2. If the acts involved are not clear violations of regulations, it enters into the normal committee judgment phase.

(5) Normal committee judgment phase:

1. The Web Site establishes a web page file concerning the event, and, using the Weibo notification method, invites the parties to enter evidence and self-arguments into the web page file. The period of statements is: 48 hours after issue of the notification.

2. The microblog involved is indicated, reminding other persons that this microblog has already been reported for suspected violation of regulations.

3. After statements conclude,

(1) the system randomly selects 21 members from the overall members of the normal committee to constitute a normal committee judging the concrete case.

(2) The committee members are invited using the Weibo notification method to enter their votes of judgement into the web page file.

The period of judgment is: 72 hours after the conclusion of statements.

(4) 4) When the judgement period concludes, and the total number of votes is larger than 11 (included), and the votes of one side are in the lead, judgement is completed.

(5) When the judgement period concludes, but the total number of votes is insufficient or there is a tie between the votes of both sides, the steps (1) to (4) are repeated and votes are accumulated, until judgement is completed.

(6) If three rounds of expert committees have not been able to complete the judgement, the reported party will be not deemed to have violated regulations.

(6) The Web Site completes handling and publication of the content and account number violating regulations according to the judgement result, and reports it using Weibo notification.

Chapter VI: Dealing with acts violating regulations

Article 21: Publishing harmful information:

(1) Sensitive information: according to the user’s sensitive information processing records, the punishments of deleting content, prohibiting posting and cancelling accounts are imposed.

1. Users publishing sensitive information are warned and the corresponding content is deleted;

2. Users cumulatively publishing five or more pieces of sensitive information, are prohibited to post for 48 hours, and the corresponding content is deleted;

3. Users maliciously publishing sensitive information, are prohibited to post for 48 hours or more, or their account is even cancelled.

(2) Junk advertising: cancellation of accounts.

(3) Obscenity and sex:

1. Users publishing obscene information, are warned and the corresponding content is deleted;

2. Users cumulatively publishing five or more pieces of obscene information, will have their account cancelled;

3. Users publishing sexual information, are warned and the corresponding content is deleted.

Article 22: Publishing false information:

(1) if there are no concrete victims, and no bad influence is created, the corresponding information is marked;

(2) if the corresponding information was directly republished fewer than 100 times, the information is marked, and two credit points are deducted from the information publisher;

(3) if the corresponding information was directly republished 100-1000 times, the information is marked, the information publisher is banned from posting for seven days, and is banned from being followed for seven days, and five credit points are deducted;

(4) if the corresponding information was directly republished more than 1000 times, the information is marked, the information publisher is banned from posting for 15 days, and is banned from being followed for 15 days, and 10 credit points are deducted;

Article 23: User disputes:

(1) Divulging other persons’ privacy:

1. where it is issued through comment, the content is deleted, and two credit points are deducted from the information publisher;

2. where it is issued through open microblogs, the content is deleted, the information publisher is banned from posting for seven days, and is banned from being followed for seven days, and five credit points are deducted;

(2) Personal attacks:

1. where it is issued through comment, the content is deleted, and two credit points are deducted from the information publisher;

2. where it is issued through open microblogs, the content is deleted, the information publisher is banned from posting for seven days, and is banned from being followed for seven days, and five credit points are deducted;

(3) Passing off as other persons:

1. mandatory change of the account information of the person passing off, and five credit points are deducted from the person passing off;

2. if the circumstances are malicious, the account of the person passing off is cancelled.

(4) Content plagiarism:

1. if the plagiarized content is directly republished fewer than 100 times, the information is marked, and two credit points are deducted from the information publisher.

2. if the plagiarized content is directly published more than 100 times, the information is marked, the information publisher is banned from posting for seven days, and is banned from being followed for seven days, and five credit points are deducted;

(5) Harassing other persons: five credit points are deducted from the harasser.

Chapter VII: User credit points

Article 24: Credit points are a part of credit information, and reflect the short-term credit level of users.

(1) Where user credit points are lower than 60, a “low credit” logo will be displayed on the corresponding page of the user.

(2) Logos are displayed on users’ main page and users’ Weibo pages.

(3) Credit points, levels, records and other information are displayed on users’ individual data pages.

Article 25: Initial credit points are 80, when completing real identity verification information, 10 points are added; when bundling a mobile phone, 10 points are added.

Article 26: Credit points are divided into four levels:

(1) high credit: 90≤credit points≤100;

(2) regular credit: 80≤credit points<90;

(3) medium credit: 60≤credit points<80;

(4) low credit: 0≤credit points <60.

Article 27: Users violating regulations will be subject to deduction of credit points, the reason for deduction will be notified through the Weibo notification method.

Article 28: A recovery mechanism is established for credit points.

Chapter VIII: Supplementary provisions

Article 29: The Web Site’ handling measures adopted on according to the community committees’ judgements, fall under the user self-discipline category, and do not represent the standpoint of Sina Weibo.

Article 30: The Web Site may, according to the different stages of Internet development, following the incessant enrichment of community management experience, and starting from the objective of safeguarding the Weibo community order, incessantly perfect these Regulations.

Article 31: These Regulations take effect on 28 May 2012.

新浪微博社区管理规定(试行)

第一章总 则

第一条为维护新浪微博社区秩序,更好的保障用户合法权益,新浪微博社区管理中心(以下统称“站方”)根据现行法律法规及《新浪微博社区公约(试行)》,制定本规定。

第二条新浪微博用户在本平台的活动不得违反现行法律法规。本平台将按照相关法律法规及用户注册协议,配合司法机关维护被侵权人合法权益。

第三条站方负责本规定的解释及执行。

第二章基本原则

本规定通过以下基本原则,保障执行过程中的公正与透明:

第四条本规定适用于新浪微博所有用户。

第五条完成真实身份验证的用户,可通过新浪微博提供的“举报”功能对违规行为进行举报。完成真实身份验证的用户包括:个人认证用户、机构认证用户、微博达人、绑定手机或其他完成身份验证的用户。

第六条站方对用户举报的受理条件公开透明。

第七条对于可明显识别的违规行为,由站方直接处理;其他违规行为,由社区委员会判定后处理。站方服从社区委员会的判定结果。

第八条违规的判定、处理公开透明。用户可查阅除危害信息外任何违规的处理过程(自受理之后到完成处理)。查询范围包括已完成处理的和正在处理的。

第三章社区委员会

第九条社区委员会由公开招募的微博用户构成。

第十条社区委员会分为两类:判定用户纠纷的普通委员会,判定不实信息的专家委员会。

第十一条普通委员会成员总数量为5000名至10000名,专家委员会成员总数量为1000名至1500名。

第十二条在涉嫌违规行为的判定中,社区委员会在时限内以多数决的方式,形成判定结果,站方据此完成处理。

第十三条普通委员会报名及审核条件:(一) 完成真实身份验证的个人用户。包括:个人认证用户、微博达人、绑定手机或其他完成身份验证的用户。(二) 年满18周岁。(三) 注册时间大于180天,发布微博数量大于100条。(四) 粉丝数大于50。(五) 最近一个自然月里15天有登录行为。(六) 按报名顺序选取。

第十四条专家委员会报名及审核条件:(一) 具有公开身份和一定权威性的个人认证用户和机构认证用户。(二) 具有以下任一身份:1. 领域专家学者(机构);2. 科学及科普人士(机构);3. 知名媒体的新闻从业者(机构);4. 善于利用互联网搜集信息的人士。(三) 按报名顺序选取。社区委员会的工作机制详见《新浪微博社区委员会制度(试行)》。

第四章违规行为界定

第十五条发布危害信息。危害信息主要包括:(一) 根据现行法律法规,危害国家及社会安全的信息(简称“敏感信息”),主要表现为:1. 反对宪法确定的基本原则;2. 危害国家统一、主权和领土完整;3. 泄露国家秘密、危害国家安全或者损害国家荣誉和利益;4. 煽动民族仇恨、民族歧视,破坏民族团结,或者侵害民族风俗、习惯;5. 宣扬邪教、迷信;6. 散布谣言,扰乱社会秩序,破坏社会稳定;7. 宣扬赌博、暴力或者教唆犯罪;8. 煽动非法集会、结社、游行、示威、聚众扰乱社会秩序;9. 含有法律、行政法规和国家规定禁止的其他内容。(二) 垃圾广告,包括垃圾信息和恶意行为,主要表现为:1. 从事买卖粉丝及相关业务;2. 从事刷评论、刷转发、刷投票、刷有奖活动业务;3. 通过机器或软件等非人力手段对他人大量发送广告信息;4. 虚假中奖信息;5. 机器抓取发送的无意义内容、重复内容。(三) 淫秽色情信息,主要表现为:1. 淫秽:具体描绘性行为或露骨宣扬色情的诲淫性信息。2. 色情:露三点的图片、视频,带有色情意味、暗示、挑逗和引起他人类似感受的音频、文字。

第十六条发布不实信息。不实信息主要表现为:(一) 整体失实:事件本身系子虚乌有。(二) 捏造细节:捏造细节使整个事件被扭曲。(三) 图文不符:通过错误的图文搭配误导他人。(四) 夸大事实:在描述中对事实夸大其词,误导他人。(五) 过期信息:将已得到解决的事件作为新消息发布,并略去已产生的结果。(六) 信息残缺:隐藏部分事实,以不完整的信息误导他人。(七) 断章取义:将部分事实加上推测作为事实发布。文艺评论不适用本条规定。

第十七条用户纠纷类违规,主要包括:(一) 泄露他人隐私,主要表现为:1. 泄露个人信息:公开他人真实姓名、身份证号、电话号码、家庭住址。用户已公开或授权公开的除外,涉及公共利益的除外。2. 泄露其它信息:公开他人不愿被知悉的不危害社会的信息。如:性取向、生理及心理缺陷、财产状况、邮件及通讯信息,等。(二) 人身攻击,主要表现为:1. 侮辱:以侮辱性言论伤害他人。2. 诽谤:刻意捏造信息破坏他人名誉。误解不适用本条规定。3. 肖像篡改:修改他人肖像且令本人不能接受。(三) 冒充他人,主要表现为:通过头像、昵称、域名及各类自我说明,暗示自己与他人或机构相等同或有关联。(四) 内容抄袭,主要表现为:发布他人原创内容而不注明出处或标识转载。原创内容暂指首发于新浪微博的内容,不包括修改、整合的图片。(五) 骚扰他人,主要表现为:以评论、@他人、私信、求关注等方式对他人反复发送重复、近似、诉求相同的信息。

第五章违规行为处理流程

第十八条危害信息处理流程:(一) 站方通过主动发现和接受用户举报两种方式发现危害信息。完成真实身份验证的用户可通过微博页面上的“举报”功能,对涉嫌违规的行为进行举报。(二) 危害信息由站方根据本规定直接处理。

第十九条不实信息处理流程(一) 追溯期:自违规发生的3个月内。(二) 发现方式:站方通过主动发现和接受用户举报两种方式发现不实信息。完成真实身份验证的用户可通过微博页面上的“举报”功能,对涉嫌违规的行为进行举报。(三) 受理条件:1. 被举报内容直接转发数超过100,即受理;2. 被超过10位用户举报,即受理;3. 恶意举报不予受理。(四) 受理之后,1. 若涉及信息明显不实,由站方根据本规定直接处理,并建立卷宗公示结果。2. 若涉及信息已有判例,循例处理,并建立卷宗公示结果。3. 若涉及信息既非明显不实,又无判例可循,进入专家委员会判定阶段。(五) 专家委员会判定阶段:1. 站方就事件建立网页卷宗,并以微博通知的方式,请当事人进入网页卷宗举证或自辩。陈述时间为:自通知发出后3小时内。2. 对涉及的微博予以标注,提醒他人此微博涉嫌违规已被举报。3. 陈述结束,(1) 由系统从专家委员会全体成员中随机选出9位成员构成判定具体案例的专家委员会。(2) 以微博通知的方式邀请委员会成员进入网页卷宗投票判定。(3) 判定时间为:自陈述结束后24小时内。(4) 判定时间结束,且总票数大于5(含),且一方票数领先,完成判定。(5) 判定时间结束,但总票数不足或双方票数相同,重复(1)-(4)步骤并累积票数,直到完成判定。(6) 若3轮专家委员会未能完成判定,按被举报方不违规处理。(六) 站方根据判定结果,完成对违规内容、帐号的处置和公示,并以微博通知的方式告知。

第二十条用户纠纷处理流程(一) 追溯期:自违规发生的3个月内。(二) 发现方式:站方通过主动发现和接受用户举报两种方式发现用户纠纷类违规。完成真实身份验证的用户可通过微博页面上的“举报”功能,对涉嫌违规的行为进行举报。(三) 受理条件:遵循当事人意愿原则,当事人举报才受理。但在两种情况下非当事人举报也会受理:1. 当事人无微博帐号,委托其他微博用户代为举报;2. 当事人未举报但产生恶劣影响,如大量用户举报或引起大量传播。(四) 受理之后,1. 若涉及行为明显违规,由站方根据本规定直接处理,并建立卷宗公示结果。2. 若涉及行为并非明显违规,进入普通委员会判定阶段。(五) 普通委员会判定阶段:1. 站方就事件建立网页卷宗,并以微博通知的方式,请当事人进入网页卷宗举证或自辩。陈述时间为:自通知发出后48小时内。2. 对涉及的微博予以标注,提醒他人此微博涉嫌违规已被举报。3. 陈述结束,(1) 由系统从普通委员会全体成员中随机选出21位成员构成判定具体案例的普通委员会。(2) 以微博通知的方式邀请委员会成员进入网页卷宗投票判定。(3) 判定时间为:自陈述结束后72小时内。(4) 判定时间结束,且总票数大于11(含),且一方票数领先,完成判定。(5) 判定时间结束,但总票数不足或双方票数相同,重复(1)-(4)步骤并累积票数,直到完成判定。(6) 若3轮普通委员会未能完成判定,按被举报方不违规处理。(六) 站方根据判定结果,完成对违规内容、帐号的处置和公示,并以微博通知的方式告知。

第六章违规行为处置

第二十一条发布危害信息:(一) 敏感信息:根据用户的敏感信息处理记录,采取删除内容,禁言,直至注销帐号的处置。1. 发布敏感信息的用户,警告并删除相关内容;2. 累计发布5条及以上敏感信息的用户,禁言48小时,删除相关内容;3. 恶意发布敏感信息的用户,禁言48小时以上,甚至注销帐号。(二) 垃圾广告:注销帐号。(三) 淫秽色情:1. 发布淫秽信息的用户,警告并删除相关内容;2. 累计发布5条及以上淫秽信息的用户,注销帐号;3. 发布色情信息的用户,警告并删除相关内容。

第二十二条发布不实信息:(一) 如无具体受害者、且未造成不良影响,标注相关信息;(二) 相关信息直接转发数不超过100,标注信息,扣除信息发布者信用积分2分;(三) 相关信息直接转发数100-1000,标注信息,对信息发布者禁言7天、禁被关注7天,扣除信用积分5分;(四) 相关信息直接转发数超过1000,标注信息,对信息发布者禁言15天、禁被关注15天,扣除信用积分10分。

第二十三条用户纠纷:(一) 泄露他人隐私:1. 通过评论发出的,删除内容,扣除信息发布者信用积分2分;2. 通过公开微博发出的,删除内容,对信息发布者禁言7天、禁被关注7天,扣除信用积分5分。(二) 人身攻击:1. 通过评论发出的,删除内容,扣除信息发布者信用积分2分;2. 通过公开微博发出的,删除内容,对信息发布者禁言7天,扣除信用积分5分。(三) 冒充他人:1. 强制更改冒充者帐号信息,扣除冒充者信用积分5分;2. 若情节恶劣,注销冒充者帐号。(四) 内容抄袭:1. 抄袭的内容直接转发数未超过100,标注相关信息,扣除抄袭者信用积分2分。2. 抄袭的内容直接转发数超过100,标注相关信息,对抄袭者禁言7天、禁被关注7天,扣除信用积分5分。(五) 骚扰他人:扣除骚扰者信用积分5分。

第七章用户信用积分

第二十四条信用积分作为用户信息的一部分,反映用户短期内信用等级。(一) 当信用积分低于60,用户的相关页面将显示“低信用”图标。(二) 图标显示于用户首页及用户微博页。(三) 信用积分、等级、记录等信息显示于用户个人资料页。

第二十五条初始信用积分80分,完成验证身份证信息,加10分;绑定手机,加10分。

第二十六条信用分为4个等级:(一) 高信用:90≤信用积分≤100;(二) 正常信用:80≤信用积分<90;(三) 中信用:60≤信用积分<80;(四) 低信用:0≤信用积分<60。

第二十七条用户违规将被扣除信用积分,扣除原因将通过微博通知的方式予以告知。

第二十八条信用积分设立恢复机制。

第八章附 则

第二十九条站方按照社区委员会判定结果所采取的处理措施,属于用户自律范畴,不代表新浪微博立场。

第三十条站方可依照互联网发展的不同阶段,随着社区管理经验的不断丰富,出于维护微博社区秩序的目的,不断完善本规定。

第三十一条本规定自2012年5月28日起施行。
